I have vietnam flashbacks about puzzles, thanks to one crossover admin back in the day.
He played and plays Loki and, y'know... that role always seemed cursed to me x)
This isn't connected, ofc, but there were so many puzzles that they're the only good thing that was there.

You can also create a new group for the new users and limit their ability to post. And then move people manually into the normal group once they have published their character sheet. That's the usual way to mitigate the spam from the registered users
